Project description
The EU for Ukraine Advisory Programme is a dedicated technical assistance package funded by the European Investment Bank (EIB). The purpose of the Programme is to enable investments for the recovery and reconstruction of Ukraine, as well as the economic resilience of both Ukraine and Moldova, in line with the Bank’s intervention strategy. With the purpose of supporting the efficient and timely deployment of the EU4U Advisory Programme, the Project Management Support (PMS) team supports the Programme Management
Team taking on the following responsibilities:
- Overall Programme management and coordination.
- Preparation of proposals for individual TA operations (needs assessment, scoping of activities, drafting of requests, supporting the approval process, preparing the relevant agreements).
- Drafting of Terms of Reference.
- Identification, scoping and management of transversal activities.
- Supervision and monitoring of TA operations and of the Programme’s portfolio.
- Contribution to the visibility of the Programme.
Job description
The NKE will perform the following tasks on a full-time basis:
- Review available studies, needs assessments and project documents, and compile information on technical assistance needs and available support for projects, portfolios, sectors or regions in Ukraine and Moldova.
- Support the identification and scoping of technical assistance linked to pipeline and active EIB lending operations, including the definition of activities, deliverables, timetable, budget, risks, expected results and implementation arrangements.
- Draft internal notes, reports, inputs to pipeline questionnaires, terms of reference, cooperation agreements, letters and other Bank templates related to projects or portfolios.
- Coordinate and consolidate feedback from relevant EIB services on draft documents, reports and deliverables.
- Support the preparation of presentations, meetings, events and field missions related to projects or portfolios, including agendas, briefing notes, meeting files, minutes and follow-up actions.
- Support the monitoring of grant and technical assistance operations against agreed activities, milestones, budgets, results and deadlines.
- Review implementation plans, progress reports and other deliverables prepared by consultants or implementation service providers, and prepare annotated documents, comment matrices or summary notes, as required.
- Maintain up-to-date information on public sector lending, grant and technical assistance operations.
- Support the preparation of reporting to the EIB’s and donors’ technical assistance operations using the relevant EIB information systems.
- Contribute, as required, to sector reviews, strategic and policy analysis, reconstruction and recovery planning, and activities supporting Ukraine’s and Moldova’s path towards EU accession.
- Support the preparation and/or delivery of training or capacity-building activities for Ukrainian and Moldovan public sector promoters and central or local government institutions.
- Support visibility, communication and business development activities related to EIB operations and the EU4U Advisory Programme.
- Provide ad hoc support to Loan Officers working on Ukraine and Moldova public sector files, such as the preparation of lending proposals, financial analysis and compliance-related workstreams.
- The expert may be requested to carry out additional tasks, as deemed necessary by the EIB Public Sector team, to facilitate the preparation and implementation of loan, grant and technical assistance operations.
Qualifications
The following qualification and experience will be required for the implementation of the assignment:
Qualification and skills
- Master's degree (or equivalent; or bachelor's degree or equivalent, in case of demonstrated, extensive relevant experience) in Economy, Law, Engineering, Public Management or International Relations related sciences
- Proven experience working with multi-cultural and multi-sector teams
- Professional fluency in English language (C1) is essential
- Excellent drafting skills
- Understanding of EU policies, and the political & operational framework in which the EIB operates
- Proven track record to deliver quality outputs and meet deadlines
- General professional experience
- Two years of professional experience
Specific professional experience
- Professional experience in the field of preparation and/or implementation activities of IFIs-funded and/or other international donors funded investment projects
- Hands-on experience or exposure to the preparation and/or implementation of international technical assistance or development cooperation assignments.
