Our Offer
The project "Jordan" Strong Water Utilities (SWU) aims at improving the performance of the three Jordanian water utilities. The project has the following main partners: the Jordanian Water Utilities (WUs), the Water Authority of Jordan (WAJ), the Ministry of Water and Irrigation (MWI) and the National Conveyor Project Management Unit (NCP). The overall objective is for actors in the Jordanian water sector to enhance their capacities in areas of Non-revenue Water, energy consumption, desalination, as well as wastewater and rural drinking water. This includes reducing physical and administrative water losses in selected areas, improving energy efficiency, increasing desalination capacity, and ensuring the safe operation of wastewater treatment plants in the project focus areas. In the south of the country, women are being empowered to form user groups that represent interests of the population to the water company. As Jordan needs increased desalination capacities, due to the extreme water scarcity, climate change impacts and depletion of the overexploited groundwater resources, the SWU- Deslination Output aims at strengthening the capacities of WAJ and the WUs in diverse aspects of desalination and organizational development. They will be advised in the management, supervision of existing and the planning of new desalination schemes to increase desalination capacities using modern and appropriate technologies, operated in a cost-efficient manner. The project is a key technical cooperation module within the "Water Resources Management" program of German Development Cooperation in Jordan.
Your tasks
- Providing advice to project partners in the fields of planning, operation and management, regulation, environmental impact, rehabilitation and optimization of desalination facilities
- Preparation of related cost and performance analyses and rehabilitation proposals for existing desalination plants
- Reviewing and commenting on documents related to desalination projects (feasibility studies, design concepts, O&M contracts, energy concepts, financial concepts)
- Development of Standard Operation Procedures (SOPs) for desalination related processes
- Capacity Building of counterpart staff in the management of large-scale desalination projects
- Supporting the BOT contract management of the Aqaba-Amman Water Desalination and Conveyance (AAWDC) project, under the National Conveyor Project Management Unit (NCPMU)
- Capacity development of the Water Laboratory of WAJ
- Preparation of tenders and supervision of consultants
- Support of the project team leader in costs and impact monitoring, as well as reporting to the Federal Ministry for Economic Cooperation and Development
Your Profile
Required criteria:
- University degree (Master) in desalination, process engineering or comparable scientific studies
- Many years of professional experience in planning, design, construction, operation, and optimization of water desalination facilities, particularly reverse osmosis systems of sea and brackish water
- Several years of proven experience in providing technical advisory services and project supervision for desalination projects, including design review, construction oversight, commissioning, and performance testing
- Multiple years of hands-on experience in the operation, troubleshooting, and performance assessment of desalination plants, including membrane fouling and scaling analysis, energy optimization, and process improvement
- Demonstrated experience in preparing and reviewing technical specifications, tender documents, bills of quantities (BOQs), and technical evaluations for desalination projects
- Proven work experience in international development cooperation projects financed by bilateral or multilateral donors
- Business fluent command of English
Desirable criteria:
- Previous professional experience in Middle Eastern countries
- Knowledge of German and/or Arabic

This position is allocated to salary band 4and is suited to a full or a part-time position.
