Scope of work:
- Conduct training needs assessment for key stakeholders (government actors, Ministry of Social Affairs (MOSA), and local NGOs).
Identify gaps in knowledge on Child Protection (CP) and Violence-Agianst Women (VAW), including referral mechanisms and guiding principles.
Work with key stakeholders (government actors, Ministry of Social Affairs (MOSA), and local NGOs) to identify training participants for each topic.
- Develop context-specific training materials based on identified needs and international best practices.
- Ensure all training and capacity building activities are carried out in accordance with IRC policies and procedures.
- Deliver training sessions on child protection principles, VAW prevention and response, and system strengthening.
- Monitor training outcomes through baseline surveys, pre- and post-tests, and follow-up interviews, reflect training experiences, and provide recommendations to improve future training.
Work with IRC Social Media officer to prepare visibility items and ensure visibility of the International Rescue Committee (IRC) and the donor across all training activities, materials, and communications.
Work with WPE&CP Manager, Senior CP & WPE Officer and Capacity building officer to coordinate the logistical aspects of the training including venue selection and catering services.
Deliverables:
The consultant will be responsible for producing the following deliverables in accordance with IRC’s quality standards and within the agreed timelines:
Deliverable 1: Inception Report
A detailed inception report outlining the proposed workplan, methodology, and approach for conducting the training needs assessment and delivering capacity-building activities.
Key Components:
• Workplan with clear timelines and milestones
• Methodology for conducting training needs assessment
• Proposed training framework and approach
Expected Submission: End of Week 1
Deliverable 2: Training Needs Assessment Report & Participant List
A comprehensive report documenting identified knowledge gaps and capacity needs among government actors, MOSA staff, and local NGOs, along with a finalized list of training participants per topic.
Key Components:
• Findings on gaps in CP and VAW knowledge, referral mechanisms, and guiding principles
• Recommendations for training priorities
• Confirmed list of participants per training topic
Expected Submission: Week 3
Deliverable 3: Pre and Post Knowledge Tests
Validated assessment tools to measure participants’ knowledge levels before and after each training session, enabling measurement of learning outcomes.
Key Components:
• Pre-training knowledge test per topic
• Post-training knowledge test per topic
• Scoring rubric and analysis template
Expected Submission: Throughout Training Delivery (Week 4-6)
Deliverable 4: Final Report
A comprehensive final report summarizing all capacity-building activities conducted, results achieved, challenges encountered, and actionable recommendations for future programming.
Key Components:
• Summary of all training activities and participation data
• Analysis of pre/post-test results and training outcomes
• Challenges and lessons learned
• Recommendations for strengthening future capacity-building efforts
Expected Submission: End of Week 7
Payment Rate and Schedule:
The total consultancy fee for this assignment is USD 2,200 for a period of approximately six (6) weeks, covering all scope of work including training delivery, payable in one single installment as follows:

Upon satisfactory completion of the full assignment and submission and approval of all deliverables: (i) Inception report including workplan and methodology; (ii) Training needs assessment report and list of participants; (iii) Pre and post knowledge tests; and (iv) Final Report summarizing activities, results, challenges, and recommendations.
Note: Training delivery costs (venue, catering, visibility materials, and related logistics) are not included in the above fee and will be budgeted and managed separately by IRC in coordination with the consultant.
Conditions for Payment
- Payment is subject to IRC’s review and approval of all submitted deliverables.
- Payment will be processed within 30 business days of receiving final approval of all deliverables.
- The consultant is responsible for all applicable taxes in accordance with the laws of the country of residence.
- IRC reserves the right to withhold payment if deliverables do not meet the agreed quality standards until revisions are submitted and approved.
