This project will support the planning and execution of multiannual strategic communication campaigns in an effective way on a Caribbean-wide, regional scale.
This should ensure more impactful communication on the EU’s international partnerships’ objectives and external policy priorities.
The facility should contribute to raising awareness and shaping positive perception of the EU and its role in the Caribbean.

This opportunity is still at prequalification stage so the following information is indicative. The dates are also estimates based on the deadlines and duration of procedures typically set by the EU Contracting Authorities (ToR not available till tender stage):
Location / Place of Performance: probably based in Barbados but with missions to other countries covered by this contract: Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Suriname, Trinidad and Tobago, Saint Vincent and the Grenadines
The key expert/team leader will be responsible for coordinating the work conducted under this service contract and for ensuring the timely delivery of the requested services described in the terms of reference, including quality control. S/He will also define the profiles and ad hoc missions of future of Non-Key Experts needed in the course of the project’s implementation.

Qualifications and skills
- Master's degree in advertising, marketing, content marketing or campaigning or any other fields relevant to this assignment, or if no Master's degree has been completed, a Bachelor's degree in the same fields plus 4 years of relevant professional experience;
- Proficiency in English, French and Spanish (oral and written) and ability (skill) to work and prepare reports in all three languages should be demonstrated.
General professional experience
A minimum of ten years of general professional experience in communication, advertising, marketing, content marketing or 360° campaigns should be demonstrated.
Specific professional experience
Within the above ten years of professional experience required, the expert has to demonstrate:
- A minimum of two years of experience as a team leader in overseeing and coordinating relevant activities; or equivalent multiple short-term assignments totalling 24 months;
- A minimum of two years in managing campaigns; or equivalent multiple short term assignments totalling 24 months;
- A minimum of two years in working with the public sector or with entities implementing actions/projects financed through public funds; or equivalent multiple short time assignments totalling 24 months;
- Relevant professional experience of working in the following countries: Antigua and Barbuda, Bahamas, Barbados, Belize, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Suriname, Trinidad and Tobago, Saint Vincent and the Grenadines
