medica mondiale e.V. and its partner organisations Dushirehamwe Association (Burundi), UWONET (Uganda), CAFED (DRC) and the Rwanda Women Network (Rwanda) are looking for an experienced team of female evaluators to conduct an accompanying evaluation in the Great Lakes Region.

The project aims to link women's rights activists and organisations from four countries in the Great Lakes region. In addition to strengthening regional networking, the women's rights organisations are to be empowered with organisational development, female leadership and self-care for activists in post- and conflict contexts, in order to be visible as civil society voices across countries in the long term and to shape socio-political transformation processes in the sense of gender justice in the Great Lakes region. Objectives of the evaluation
medica mondiale e.V. commissions this accompanying evaluation to deepen its understanding of the intervention and of the ways it is contributing – or not – to intended outcomes, to learn, with its partner organisations, during the project implementation and for future programming. The evaluation serves accountability purposes with our donor, BMZ.
The accompanying evaluation is intended to address the three work packages of the project, with a particular focus on the participatory action research at the national level (Work Package 1) and the regional exchange (Work Package 2). The objective is to support the follow-up on participatory action research by accompanying initiatives at the regional level through regular reflection and feedback sessions, both nationally and regionally. The content of the key issues as well as topics for potential synergies will be defined during project implementation with the support of the designated consultants for Work Package 1.

Organisation of the evaluation
The evaluation is expected to be carried out between 15.07.2025 and 28.02.2027. For the dates for the Steering Committee meetings (and therewith also the dates for the facilitation) are the following foreseen (6 further Steering Committee meetings): August 2025, November 2025, February 2026, May 2026, August 2026, November 2026 plus a final report by the project end (until January / February 2027). The budget for the evaluation is 40.000 euros, including all honoraria of the evaluation team, travel and other costs managed by the evaluation team.
In keeping with medica mondiale’s feminist mission, the evaluation will be informed by intersectional feminist principles and guided by the OECD-DAC Standards for Evaluation.

Competencies required of the evaluation team
● Proven experience in facilitating regional process support and knowledge exchange, similar assignments undertaken
● Experience in participatory action research
● Expertise in moderating participatory workshop formats
● Thematic experience in (S)GBV, (feminist) advocacy, empowerment of survivors of trauma, conflict sensitivity
● Proven commitment to feminist and intersectional approaches and research
● Strong skills in conflict-sensitive, empowering and hierarchy-sensible communication
● Proven experience in evaluation or social research using both qualitative and quantitative data collection and a variety of analysis methods, familiarity with applying DAC criteria for evaluations
● proven experience in gender/intersectional analysis or related research and practice
● Regional competency and understanding of the East African region / CSO context; we strongly encourage regional teams to apply
● Proficiency in English and French
